A Station for Resources #03: In the Wake of the Lost Hangout

A dialogue on techno-utopias and smart city imaginaries. By Angeliki Diakrousi and Shivano Raghoenathsingh

What is identified as noise, and for whom? How does its regulation affect access to public life? The Mosquito device, whose high-pitched tone predominantly affects people under 25, has been installed around the city by the Rotterdam municipality and various individuals or corporations. Its aim is to deter young people from loitering and making noise in public space as a response to complaints of disturbed residents who feel deprived of sleep and quietude in their homes.

Artist and architect Angeliki Diakrousi is inviting you to gather and hang-out at the Grondstoffenstation for a dialogue on the techno-utopias and smart city imaginaries envisioned in Rotterdam. Starting from the case of the Mosquito installations, we will share our thoughts and experiences and imagine further what a technological collective future could look like in a socially meaningful way. She will present her video work ‘In the Wake of the Lost Hangout’ that questions how technological applications contribute to the displacement of people and to the re-writing of ways of inhabiting. The video (created in collaboration with Geo Barcan) is exhibited at Brutus at the Wild Summer of Art, opening on 11 July. The work is made possible by a financial contribution from CBK Rotterdam. In addition, lecturer and researcher Shivano Raghoenathsingh will introduce us to his research on the ‘policing insect’ and its impact on the sense of belonging amongst Rotterdam’s youth. 

This event is part of the Studio Programme Collective Learning for a Shared and Just City. Curated and produced by the Afrikaanderwijk Cooperative for Cultuur&Campus Putselaan and runs from April to December 2025. One of the programme’s three thematic lines is A Station for Resources, which offers a series of public classes, talks, and workshops in and around the Grondstoffenstation (Recycle Resource Station).
